HCKC rulebook

Bylaws and race rules. The file is also kept at the old WordPress address so existing links keep working.

TODO: John — the 2025 rulebook URL on the old site could not be fetched (the server returned a challenge page, not a PDF). The 2026 book is hosted. Say if the 2025 file should be added the same way.
